While they are thugs to a degree, they are also intended and expected to keep up the pretence of serving the president of the United Planets as a peacekeeping force; the “McCauley” administration can’t afford to have its name badmouthed before Ra’s al Ghul is ready to move on his hypertaxis plan. Thus, while things might get out of hand and some damage or injuries might result, there was presumably at least some initial purpose to the incident seen here. | |
