Analysis Notes

45:1 Trudy Trusoe is visually based on Storm.
Note the plural on “Daily Planets”.  This is a world and a century with interplanetary commerce.
45:2 The buildings with the rings is the United Planets Presidential Tower.
45:3 This isn’t really President McCauley; it is Ra’s al Ghul using an image inducer to appear to be McCauley.
45:3, 47:1 The floating studio lights here are probably light and camera in one, much more sophisticated (and less rugged) than the single floating or handheld ones occasionally seen outside of studio settings.
45:5 In a way, he is right: the United Planets itself has had limited contact with Robotica, possibly just isolated incursions like the one with Tharok in Legion Worlds #1 (story #1).  Xanthu, on the other hand, is a member of the Khundia-centered Affiliated Planets, and they aren’t in the habit of sharing a lot of information about massive planetary invasions and the like.  (Further, communication from Xanthu has been notoriously spotty for years and the planet was just invaded a couple weeks ago, so the news might simply not be available.)
In the third caption, there is again a certain amount of correctness to what he is saying.  Given Ra’s al Ghul’s plans to terraform the moon and induce hypertaxis on the Terran population, Robotica isn’t high on his list of concerns, nor does he expect them to be an issue even if they should turn more of their attention to Earth.
46:1 Here, “domestically” refers to internal affairs of the United Planets.  In the 21st century, we tend to think of that as being much more limited to a single geographic area.
It has probably been less than 24 hours since the Lost Legionnaires returned, and the Footstep Drive ship was stolen (in Legion Worlds #3 (story #1)) after that point.  News travels very fast, it seems.  This stolen ship should still be very much a lead story; Ra’s al Ghul may be a bit perturbed by her mentioning it in what was supposed to be puff interview.
Note that while Ra’s al Ghul speaks of the tenets of a moral civilization, the underlying technology of the Footstep Drive involves slavery and forced genetic programming.
46:2 This is a flashback to some time prior to the events at the end of Legion Worlds #3 (story #1), probably to before the start of that story, before Rokk and Vi adopted the costumes they wore in that issue.  The presumption is that this is Braal, and that the feet above them are Science Police officers, but it could be any number of places and people, depending on when the scene actually occurred.
46:3 In dodging the question, Ra’s al Ghul also protects his staff from being tailed by holocams, waiting to catch a promised news story
46:4 Ra’s al Ghul indicates that this scene takes place recently.  Unable to firmly date it, we will nonetheless assume it is more recent than the Oversight Watch appearance in Legion Worlds #5 (story #2).
The assumption here is that the Oversight Watch are being thugs, disrupting the negotiations mentioned.  While they are thugs to a degree, they are also intended and expected to keep up the pretence of serving the president of the United Planets as a peacekeeping force; the “McCauley” administration can’t afford to have its name badmouthed before Ra’s al Ghul is ready to move on his hypertaxis plan.  Thus, while things might get out of hand and some damage or injuries might result, there was presumably at least some initial purpose to the incident seen here.
Note the absence of both Mr. Venge and M’Onel. M’Onel’s absence indicates that there was the expectation of the Oversight Watch not being heroic on this mission, and thus he was kept away.  Perhaps Mr. Venge and M’Onel are on a separate mission.
47:1 The families of the Lost Legionnaires: Kid Quantum had a brother, who is dead; Wildfire is unknown, but the individuals who make up his consciousness are deemed dead, so no relatives would be looking for him; Ultra Boy has a mother who hasn’t seen him in years; Umbra had a mother, who is dead, and might have a cousin; Chameleon had a father, who is dead.  Saturn Girl is the only one with a known family of note.
47:2-3 Is Trudy little more than a fluff reporter, and thus isn’t at all suspicious of “McCauley”’s statements here?  This doesn’t sound much like the Legion at all.  (Trudy works for the Daily Planets.  Surely they continue to train their reporters tough!)
47:2 This scene occurs in the middle of The Legion #2, probably between pages 8 and 10.
